Senate Bill 176, as passed by the House Public Policy Committee, helps guarantee that Hoosiers have practical, reliable access to the resources necessary to exercise their rights under Article 1, Section 32 of the Indiana Constitution.
While the legislative process is not yet complete, if enacted as amended by the House, this bill would represent a significant victory for Hoosier shooters and position Indiana as a national leader in protecting shooting ranges. The ISRPA extends its sincere appreciation to two steadfast defenders of our constitutional rights, bill author Senator Jim Tomes and House sponsor Representative Ben Smaltz, for their leadership and commitment to advancing this important legislation.
SB 176 establishes clear, statewide zoning standards for indoor shooting ranges and retail sporting goods stores, ensuring they are treated as permitted uses in appropriate commercial, industrial, and agricultural zones. It includes sensible carve-outs for historic districts, flood plains, and most mixed-use residential areas. The bill also expands protections for existing, lawfully operating ranges, both indoor and outdoor, so they cannot be forced out of business through the abuse of discretionary zoning decisions.
Too often, local governments and shooting ranges exist in tension, with zoning rules, noise ordinances, or environmental regulations used not for public safety, but as tools to restrict or shut down lawful businesses. This bill prevents that kind of weaponized regulation while preserving legitimate health and safety standards.
Whether training for personal or family protection, preparing for competitive shooting, ensuring firearms are properly zeroed before hunting season, or simply enjoying time at the range with friends, Hoosiers must have access to shooting facilities in order to exercise their constitutional rights.
